What is a Pharmaceutical Needs Assessment (PNA)?

The Government requires all local authority health and wellbeing boards to produce an assessment of NHS pharmaceutical services in its area every three years. This process is called a Pharmaceutical Needs Assessment (PNA).

Croydon Council’s Health and Wellbeing Board carries out the PNA by asking residents and members of the public to contribute their views. Croydon's findings and results in the next report will be due by the end of September 2025.

The PNA report highlights the current needs for local pharmaceutical services. It is used to identify any gaps in services or improvements that could be made in future pharmaceutical service provision.

What are pharmaceutical services?

Pharmaceutical services are one of the many services currently provided under the NHS by community pharmacies and include:

• Dispensing of medicines and appliances on prescription

• Sale of medicines to the public

• Providing advice to the public on medicines, coping with ill health or general health and well-being guidance

• Receiving waste medicines for safe disposal

Who will use the Pharmaceutical Needs Assessment?

The PNA will be used by NHS England, Croydon Council, and the Integrated Care Board to make decisions when applications for new pharmacies are received, and for the commissioning of other services that could be delivered by community pharmacies and other providers.

Who are we consulting and why?

We are consulting with statutory organisations, such as pharmacy contractors, Healthwatch, the Integrated Care Board and neighbouring areas, as well as any patient, consumer or community groups in the borough who have an interest in the provision of pharmaceutical services.

When will the consultation take place?

The consultation will take place from 7 July to 7 September 2025.
