We are consulting on proposals to improve housing conditions in the private rented sector in Croydon. The private rented sector is the largest growing housing sector in the borough and is hugely important to the Council and local communities.

We want to ensure that private rented properties in Croydon are safe, high quality and well-managed properties. To help achieve this we are proposing that all private landlords with properties to let within the proposed licensing areas will require a licence to rent their property. Licensing is discretionary and can be for family homes as well as small houses in multiple occupation (HMO).

Before making a decision, we want to hear your views about the proposals and any alternatives that they could consider. We would specifically like to hear from private tenants, landlords, letting and managing agents, Croydon residents and businesses and organisations operating in Croydon and surrounding areas.

Prior to responding to this questionnaire, we strongly encourage you to read the background information about the proposed schemes, which can be found here on the right of this page.

We are proposing to introduce one or both of the following two licensing schemes:

1. A selective licensing schemes covering 14 wards (Addiscombe East, Addiscombe West, Bensham Manor, Broad Green, Fairfield, Norbury & Pollards Hill, Norbury Park, Selhurst, South Croydon, South Norwood, Thornton Heath, Waddon, West Thornton, Woodside) – please see areas indicated on the map below;

2. An additional HMO licensing scheme across the borough.

We are working with an independent research company, M·E·L Research, to manage the questionnaire and other consultation responses.

The questionnaire should take around 15 minutes to complete. Alternative ways to get involved in the consultation can be found here.

The closing date for the consultation is midnight on Monday 12 January 2026.

After the consultation M·E·L Research will produce a consultation report which will consider the results and feedback received. Information you provide will only be used for research purposes and you will not be personally identifiable in any reports, however organisations may be identifiable. M·E·L Research work to the Market Research Society (MRS) Code of Conduct.
